So is this steep decline natural, or planned?

Since it has been ongoing & getting worse for about 50 years, it happens to coincide with the rising escalation of childhood vaccinations.
Just like autism, diabetes, peanut allergies, ADHD, etc...

Combine that with miscarriage rates skyrocketing since the rollout of the clot shots

Probably due mostly to humans in most western civilizations do very little that's natural.

At the end of the day we're just animals. No different than a whale or a deer. We're the only animal that does nothing natural. We drive cars, sit a lot of the time, have artificial lights, beating and air conditioning, take medications, smoke, drink, eat processed food, drink artificially filtered water or have fluoride in our public water, spend a lot of time in doors, even wearing shoes where our bodies are insulated from the ground, take man made supplements, have medications, work jobs that are physically and or mentally taxing on us and so. Everything we do defies nature so it's no surprise when our bodies alter themselves and things become ineffective.

But I wouldn't rule out intervention either.
