California is a complete basket case of a state. They roll from one major crisis to another. They had that energy mess a few years back due to the idiotic purchasing plans they entered into to "save money". Now this. They have in place all sorts of taxing limits, like Prop 13 and such, but never reigned in spending in response. The leftist dominated legislature kept pressing on with ever more outrageous social legislation, many to coddle to illegals, and now they have no money.

Cal state gov't needs to shrink. Large swaths of state gov't there serve no useful purpose. Medicaid alone, supporting all those illegal alien babies, bankrupts the state. Now they won't even pay their bills, meaning no state refunds to people who overpaid their taxes. Imagine that, keeping taxpayer money that is not even legally theirs!!!
