Many bills in congress are voted on a number of times. Bills are voted on in committees, then kick back for changes. Once passed by one house the bill is often changed by the other house and kicked back for voting again. Many times a congressman will vote against and later for a bill. The congressman may support the bill but is voting against it because of riders that have been added or defects in the bill that make it ineffective. So anytime a congressman votes against a "God, mother, and apple pie" bill such as this, you need to investigate. In most cases the congressman had a good reason.
