That's an obvious error in writing down the numbers. Since a pile of 1,000 ballots would be 7.8 inches tall.

A stack of 10,000 ballots would stand taller than a person.

And? It was caught during the recount and certify. The totals were corrected. I am amused that the votes for Trump didn't change from the clerical error to the actual count.
They both recorded 13.

Makes it sound like the Biden count being off by a factor of 10, was just the number being transcribed wrong.
