Needs banned, assets confiscated, and then needs extradited to face charges in France, and then extradited to face charges in the US, and then Extradited to the next 6 countries who want to prosecute him.

If Soros has done what we have seen and heard over the years, he needs to be punished. A lot of people and property has been affected.
