There are cultures that remove the clitoris, sew up the labia, etc., but that is against Muslim practices.
What Islam calls for is the increasement of sensation for women, so all that is ever performed, is a slight slit in the prepuce.
And even that is ONLY performed if the clitoral hood is judged to be too think and large.
There is NO mutilation under Islam.
If some local area has its own tradition from before Islam, then Islam has nothing at all to do with that.
