The city of Orlando purchased the Pulse site in 2023. This past July the city council picked a construction company to design and build a permanent memorial. The memorial is expected to be completed by 2027. If the Florida Dept of Transportion doesn’t want painted crosswalks without permission then let it go. Put your energy onto the permanent memorial. It’s petty bickering.
