Part of LASOs problem is that all rookies right out of the academy are used as jailers for several years. Constant contact with criminals doesn't do their affection for the people they serve very much good. After doing their stint in the jail they are mostly sent out to the Antelope Valley or East LA; areas that are poor and full of criminals and gangs. The Antelope Valley used to be pretty nice until Clinton's "peace dividend" which cut the throats of the aerospace industry out there. Then LA County Social Services took advantage of the depressed housing prices to "encourage" welfare recipients to move there for cheap rent and the gangs followed.
