No its a mental heal issue that needs to be addressed. We simply cannot have these kind of people walking the streets. We need to re-open mental hospitals and fill them with these type of folks.

Part of the problem with having those mental institutions and the associated laws that went with them was the abuse that could be used against citizens. In a lot of old cases we read through here and even a few that happened more recently in the last twenty years is they used these morality and mental issue laws to steal property, revenge tactics, etc.
