Because the end game for the Arabs has never been to have a State of Palestine. It is simply to destroy the State of Israel and prevent the Jews from being anything other than dhimmis under Arab government, any Arab government.

Arabs in Palestine who are prosperous with sovereign territory of their own would be a defeat, as it would necessitate a peace treaty and recognition of Jewish sovereignty over territory formerly Arab (Muslim). It would be a religious and political failure.
