The Supreme Court will support the District court rulings or they have to actually hear every single case which would be impossible for them to do.

In the end it is. Fortunately or unfortunately how ever you want to look at it these things take time.

There were many different laws but Heller largely made them all one. Laws in places like Illinois and New York were over ruled. Unfortunately the Supreme Court does what it often does and limited it's ruling which gives states the ability to rule on the edges.

Judges cannot write new laws from the bench, but that isn't stopping them from trying. A district judge only has authority over his district. Only the Supreme Court has control over the entire country. And even that has limits, as was explained in the Federalist papers. Judges can voice their opinions, but they have to rely on the POTUS to enforce their opinions.
