While he understood he couldn't very well tell the assembled mob to go beat up Capital policemen within an inch of their lives, shit on the floor, try to impale officers with a flagpole, and force VP Pence and congressmen in to hiding in fear for their lives, I find it telling he did nothing to stop it for so very long.
The mob may not have acted on his explicit instructions, but rather than be horrified at what they were doing to advance his cause he instead seemed to enjoy it.
