Raising Federal revenue provides services to all 50 states, which benefits all Americans by the reduction in the annual deficit; thus less interest on said debt provides for more Federal dollars to fix bridges, tunnels, flood zones and grants to states already in the red.

So sorry, you seem to be out of touch with reality. A capital gains tax is a tax on the growth in value of investments incurred when individuals and corporations sell those investments.
