That could be true, but we faced this several times in the past and adapted because we have to and sea level was actually around 1-2 meters higher than now a few centuries ago.
It is NEVER smart to start a Village town or eventual city just above sea level.
The sea level has been rising ~3 mm/yr for the last 6,000 years.I can only assume you haven't looked.
