Looks like the decision to shut down belongs in the court of the company owners. Shutting down to save whatever cash they can bleed out of it.

"MFG said in a news release that the closure will happen because of changing market conditions, foreign competition, and proposed revisions to tax policies affecting the wind energy industry in the United States".

"Proposed revisions" (aren't even on the table yet) and "foreign competition". Unfortunately, this is the conundrum of manufacturing in this country. And why we will never be a manufacturing power house again. Unless you can convince
American workers to work for pennies, convince towns and cities to give land away to corporations virtually tax and fee free, and import your raw materials for pennies on the dollar, you're not going to make a product that will compete with
what the Chinese, Vietnamese, or South East Asian factories can churn out.
