When Trump instituted his zero tolerance policy, the policy was to try first-time border crossers and asylum seekers in an immigration court where families were kept together. Trump changed that so that all suspect border crossers were tried in criminal court. He did that because, being the sick fuck he is, he knew that would result in breaking up families.
