Fire erupts at Chevron SoCal refinery

It’s more likely a consequence of decades of running California’s refineries at over a hundred percent capacity. That was accomplished by cutting maintenance intervals.
The industry has gone to a "data based" turn-around work scope.

The problem is that an exchanger might be clean (as per the overall performance) at the end of a turnaround. But fouling is not linear and it may take only a year to hit the steep part of the hocky stick curve.

The industry is finding out that all the "savings" from this process is being eaten up by intermittent unscheduled shutdowns.

There are several small projects in Utah that are targeting Uintah Black and Yellow Wax Crudes (highly parafinic). They are small potatoes though.

To avoid the environmental constraints, refiners just increase capacities of existing units. Shell double the capacity of a couple of Texas refineries in the early 2000's. Easier to permit.

That's not happening anymore.

Almost the entire east coast (include several large refineries in Philly area) shut down as India (Reliance) export refineries came on stream. Saudi's also built some export refineries also.
 
$10s of millions isolated island homes and Refineries don't just burst into flames 🔥 on the same day after standing for decades.

Inspected, maintained and serviced often at a high proffesional level with that sort of value..
Any facility in heavy industry (of which that was a part) is rigorously regulated by the government, and every aspect of those facilities was well-maintained or they were doing something very illegal.

Real use of oil and gas, is projected to go up.

I provided an article that shows you what demand looks like and it is not expected to "go up". Per capita consumption is for sure down. Actual consumption is also dropping.

We have some refineries that just dump into pipelines and some that are in highly leveraged markets.

We work with companies like Stancil, and Solomon to understand megatrends which heavily define our capital strategy.

So, yes it is coming from that.

I also worked on a technology acquisition that required us to better understand the demand for diesel on a global basis.
