The agency employing the worker has the authority, but not OPM. The correct procedure is to direct the employing agency to fire the employee.

I have more respect for your opinion than I do for 90% of those posting on this board because I thought you at some point indicated that you were/are a practicing attorney. Whether you are or not you seem pretty savvy when it comes to legal matters. So if these federal workers are not at-will employees why do you believe they have no grounds for their claims?

I disagree that they have no grounds for their claims but I'm always open to learning something new especially in an area in which I am not a professional.

The workers are being let go because they are non productive or because their positions are non productive, make work. They are not being replaced. There are no grounds to preserve a job that has ceased to exist.

The remedy is for a lateral transfer to another job. On any given day the government has hundreds of openings. Existing employees should apply. But that's not where the job problem is. These employees don't want to show up at all. They want to continue working in pajamas. There hasn't been a material change in employment. These employees were required to show up when they were hired. They started working from home during the covid shutdown.

Their grounds for complaint have gotten smaller and smaller until they no longer exist.
