It could be argued he did this as well, since, if you are someone who handles classified materials, you are trained to do so, there are protocols, there is NO WAY he didn’t know they were there.
Again, on the first page of the body of the report, they explicitly say that he WILFULLY retained and disclosed classified materials I’ve already linked this.

I did read it, and I explained that they never said there wasn’t sufficient evidence, they said there there wasnt a chance that a jury would convict, due to the reasons given.

I’ve already linked the direct quote from the Hur report that said he did do this willfully.
Just because NARA didn’t ask for them doesn’t mean you don’t have to return them. They all know the rules for handling classified materials. By not returning them, he willfully broke them
However, your point does raise another issue. NARA probably needs to be investigated for as to why they didn’t ask for them, why they failed to safeguard our nations secrets in this specific instance, or maybe we’ll find out that they DID ask for them, but Biden put up a fight and Nara never pushed the issue.
Certainly some things that need to be looked at

Wrong on one count. After Biden stole TOP SECRET DOCUMENTS from numerous SCIFFs over decades he didn’t try to “conceal” them. They were sitting in open boxes in his open garage.
