Obama lifted the ban on gain of function for that very thing. Did a "covid bat" inject itself with spike proteins?
Did the government and their scientists lie to you when they told you not to worry because the spikes stayed at the injection site and wouldn't cause harm? Yes, they did. The spikes went right to the ovaries and scrotum among other areas.

The statement reads: “The decision whether to fund a research grant application to NIAID is made through a multi-step peer-review process. The first level of review is carried out by a Scientific Review Group composed primarily of non-federal scientists who have expertise in relevant scientific disciplines and current research areas. This group makes recommendations concerning the scientific and technical merit of grant applications.

The second level of review is conducted by the NIAID National Advisory Allergy and Infectious Diseases Council. This Advisory Council is composed of scientific and public representatives chosen for their expertise, interest, or activity in matters related to health and disease.

The Advisory Council evaluates the scientific merit and program priority of all applications for research grants, training grants, and career development awards. Only applications that are recommended for approval by both the Scientific Review Group and the Advisory Council may be recommended for funding.
