The subject is the legislation you sited. $118 Billion for the bill; $61 Billion of that funding was for Ukraine. That is not changing the subject. Again, why was Ukraine funding tied to US border security?

If Ukraine funding is not in this bipartisan border security bill, then Congress passes it regardless of what Trump thinks.
