And I'm pretty sure Roy Moore, at that point in his career, did not make enough to afford a Cadillac or Lincoln.

That is just flat incorrect. Although not super common power locks have been available on many different brands of cars since the 50s. They were invented in the early 1900s but restricted to expensive luxury cars until then.
