The Ds are attempting this strategy at the local, state and national levels in hopes of staying out of fiscal collapse long enough to gain legislative seats in the state legislatures and congress due to the census. Is this a viable strategy? Certainly not in IL and CA but will be viable for enough other blue states to work at the national level?

The scramble for the Census and the gerrymandering struggle are an untold story..IMO. Karl Rove rewrote the book and literally saved the Republican party 10 years ago--now the Dems hope to rebound--can they?

As for expenditures increasing when revenues drop---that is a foregone conclusion...from the top down--as to who gets the blame? By the time the fingers are pointed..the districts will be set.

Higher crime rates, higher infection rates and lower real income rates are all big problems in the Blue Wall that will get worse as the 2020 election and the census get closer. This strategy works least well in the higher population states as in CA and IL are the states most likely to flip due to insolvency. If that happens sooner than expected as with ebola hitting hard in CA @ 20-25% probability too soon for the Ds to survive as the majority in those two states. Plague is another major risk too due to lack of money for public health as the wealthy flee to other blue states.
