Can you imagine the uproar if they said it was OK to boycott some Muslim country, a country for instance like Pakistan where minorities like Hindus, Christians and even Muslim Shiites and Ahmadiyya aren't treated very fairly and where cheap goods are exported to European countries as well as the U.S.?

Well. I for one prefer that all non-inciting speech be legally protected and especially in the case of BDS as it tends to draw the Nazi types into the light ... kinda like moths. I don't know that it was ever not legal to speak BDS (Big Damn Shit) anywhere in Europe.

The State of California dealt another blow to the Boycott, Divestment and Sanctions (BDS) Movement Wednesday following the passage of a bill aimed at hampering businesses from participating in "discriminatory boycotts" against Israel, according to weekly publication The Jewish Journal.

The California Combating BDS Act of 2016, also known as Assembly Bill 2844, was "overwhelmingly passed" by a vote of 60-0 in the state Assembly, which is now expected to be signed into law by Governor Jerry Brown in the coming weeks.
