Deployment isn't the problem, Dick Tiny. The problem is that the CPD, corrupt to the core, has lost any trust in most communities in Chicago. People don't report crimes and don't testify at trials. LIke when you had that driveby at the funeral last year, and nobody saw anything...at least according to the cops.
