You must be used to the usual tactic of Democrats who target people to find crimes instead of the other way around.
The problem with your rationale is you think that crimes can be traced to specific people every single time. That only works if you know who the likely suspects are. However, fraud can be traced to servers and PCs but not always to a person. Especially when the people committing the fraud covered their tracks. It wasn't easy to find the fraud in the first place. But it takes a bit more time finding the guilty parties.
Especially when more than one person has access to a computer in an office.
