Yes, noncitizens who are authorized to work in the United States can get a Social Security number (SSN). The Social Security Administration (SSA) assigns SSNs to: U.S. citizens, Permanent residents, and Eligible nonimmigrant workers.

To apply for an SSN, you must:

  • Have permission to work in the United States from the Department of Homeland Security (DHS)

    • Complete and submit an application Form SS05
    • Provide original documents that prove your identity, age, and immigration status

However when the IRS ran the Tax Return accounting for Entity A (John Simpson, SS# 123-45-6789), they would know that Wages/Salaries reported for Entity B (Jane Farley, SS# 123-45-6789) were missing because (a) of the lack of income documents and (b) the lack or correlation with the reported W-2's coming from two different employers.

John's is missing the W-2 from Employer B and Jane's is missing the W-2 from Employer A.

In addition the IRS will Error out multiple tax forms submitted for the same entity (ID'd by SSN).

So the Database will Error Trap the data in multiple ways:
  • Missing W-2 reported Income on a Tax Return,
  • Attempts as filing multiple for the same Entity (ID's by SSN).

Who says John is filing his taxes in the first place? If you have no (reported) income, you are not obligated to file a return. You can’t think of other ways that people may want to use your SS#? The SS# AND another piece of information that a potential criminal may provide would provide a match. If another government agency is searching the SS database, they very likely provide multiple pieces of information to get the information for the person for which they are searching. As we have already discussed, SS# alone is obviously not the (primary) key because, in db terms, that would result in a violation upon insert. When they provide both SS# and name, for example, only 1 record would be returned. Duplicate SS#s existing in the db to begin with is either wild incompetence by the administrators or these duplicates were purposely allowed for some reason.

You were talking about W-2's. That's what I addressed. We weren't talking about other forms of identify theft and how that can have a negative impact on a person. As someone that has been the victim of identity theft, I understand the problems. My wife was a victim as previouisly mentioned, the IRS caught it since it involved tax returns. I was a victim of attempted credit identify theft by someone attempting to open accounts in my name. Both were caugh early and shut down pretty quickly with minimual damage, so we were lucky.

Well this is an interesting development. Apparently the Social Security system has many duplicate numbers, which may be resulting in massive fraud. I recently underwent a First Advantage background check for employment, and an anomaly was reported in the Social Security Number Verification from Experian. It reported a former name with a slightly different first name and different middle initial. The remark on the credit report stated "SOCIAL SECURITY NUMBER REPORTED MORE FREQUENTLY FOR ANOTHER CONSUMER." I thought it was curious, because I've never used a different name.​

Elon Musk has just discovered this, it's probably just the tip of the iceberg.

Why would an illegal log in to see contributions that went to another person? The IRS would flag you for not filing the W-2s income that they received from the other person's employment. You really are not too swift on the uptake, as per usual.

I once overlooked income from a small, part-time job I had years ago. The IRS rejected my return because I failed to account for that W-2 on my return.

Another person with the same SSN would have the W-2s mailed to his/her address, not yours.

I get reports for my annual income from SS also, but now you have to log in to receive them as they are no longer mailed.
