Easier than that I'm afraid:

- Designate some sector of society (Jews are a popular group, as are illegal immigrants, overreaching government, homosexuals, whatever religion you don't like) and make up lies and distortions about them portraying them as a threat to our way of life. Now create a watchdog group (who coincidentally accepts donations) promising to keep an eye on these people while also working to keep us safe from them. Come up with some easy to support, hard to denounce group name for yourself like The Tea Party, Family Values Coalition, etc.

But of course, it's been done.
