In July 2019, the Islamic Revolutionary Guard Corps (IRGC) seized the British-flagged Stena Impero in the Strait of Hormuz after allegedly ramming a fishing boat; the vessel and its crew were released in September 2019 following reciprocal actions involving an Iranian tanker detained by the UK off Gibraltar.

In April 2024, Iranian forces seized the Portuguese-flagged MSC Aries, which was later released in November 2024.

In April 2023, the Iranian Navy seized the Marshall Islands-flagged Advantage Sweet in the Gulf of Oman, alleging it had collided with an Iranian vessel.

In January 2024, Iran detained the Marshall Islands-flagged St. Nikolas (formerly Suez Rajan) in retaliation for the US confiscation of its oil cargo.

In May 2022, Iran detained two Greek tankers, holding them until November of that year.

And All Iran has to do is stop launching the few rockets they have left, allow time to regroup, Russia and China to help resupply them, then break the agreement and we start all over buying them yet more time.

As struth points out above, the Constitution gives the Senate the power to declare war. But it does not specify that the president may not make war absent a declaration.

Through customs and usage, the power of a president to use the military in furtherance of the national interest has been well established over many many decades.

The war powers act did not give the president the authority to you to send troops where the president deems necessary. Presidents already had that power since the Constitution was ratified.
