Not paying your rent is frequently the only way to force the landlord to make repairs, if the building is unsafe. It is the ONLY legal means a tenant has.

You think just passing a law makes everything alright? You have to enforce the law or it becomes a suggestion. Conservative States are much more likely to enforce laws.
