"May not" suggests that she thinks it probably will, but is trying to be optimistic. Given all of the funding freezes, and the firings at the Social Security offices, "may not" sounds more like praying it won't.

Part of the problem with government computer systems is that they are a patchwork of systems, some of which are older than the DOGE Muskrats, many of whom aren't out of their teens. Older systems can't deal with data created in newer systems. The whole thing needs to be upgraded, but the investment would be massive, so they just keep adding on.

Unless you have the technical chops to read and write code for these old systems, and keep them talking to the newer systems, you can't fix things when, not if, they go wrong.

Just look at how poorly X functions since Musk took over and fired all of the software engineers. Every time Musk tries to do a live X-cast, he embarasses himself. Think the DeSantos Campaign Launch. The Secret Security Administration is much larger, and the systems far more complex than Twitter's infrastructure.

To expect any or all of this to go well enough for the government to function properly is dreaming in technicolour.

Well, that's a massively uninformed statement. Ten of the last eleven recessions started under a republican administration. Republican's cause recessions. It's a documented fact. Meanwhile, seven of the top ten most productive states in the Union have Democrat governors. As well, Democrat run states are net providers of federal tax dollars while Republican run states take in more federal aid than they pay in taxes.

From the stuff I've read the government layoffs have affected mostly new hires that lack ability to challenge their dismissal for wrongful termination because of their probationary status. I'm not expecting any immediate delays. As time passes and older workers retire, we'll see how it goes.
