Not sure what else what you're saying could mean.

No, of course that's not what I'm saying. To begin with, there were warnings in both cases. Secondly, even with two days' warning, more people died in North Carolina. It is because of that and because of the speed at which the waters rose in this case that I am not convinced that earlier warnings or an early warning system would have made a difference.

And as I said, I am not, and will not, lay the deaths of young girls at anyone's feet unless I see solid evidence that their actions or inaction were a contributing factor. That is just too heavy a burden of guilt to just blithely throw out there based on circumstantial evidence.

The local government IS THE PEOPLE. If the people want it, they push for it, the pay for it and they get it.

When I live outside of Ft. Wood, our addresses were like Rural Route 2, box 190. The streets didn't have names, and GPS wasn't a civilian product yet. As part of our new 911 services, we petitioned the government to rename nearly every road in the county to make finding houses in an emergency situation much easier. We also petitioned the local government to do away with rural fire subscription services and fund the volunteer and paid fire department from a sales tax.

We didn't wait for the all power government to decide in their infinite wisdom and magnanimous nature to endow these gifts upon us.

WE ARE THE GOVERNMENT.

It is not separate from us.

If the people want sirens, they make that a priority.

But you've got to pay for it.

We instituted a half cent sales tax in the county to pay for our 911 upgrades, to publicly fund our fire departments and to pay for the new signage on every road.
