1 she takes his shit and sells it. Probably putting someone she knows in charge to get their fee and she will get a kickback.

2 she lets someone take control and they put illegals in them so they can suck up all that glorious housing money from the government. In which she again puts someone she knows in charge and she gets a cut.

Either way someone is getting rich and the money won't be used for New York or it's people.
