Do you understand how military units are organized and funded? Congress has to approve each slot for personnel by rank and specialty. They have to approve specific equipment all the way down to desks, file cabinets and supplies. And office space and areas used for training. Standing up a new branch requires information and cooperation from a lot of people. No individual has the authority to wave their hand and create a whole new branch of the military.
