Of course if you had read the actual link you would understand that both are correct - overall poverty has decreased. This decreased occurred because some areas of the country are doing better, but others are doing much worse. Overall, this percentage of people living in poverty averages out on the lower side, but only in selected areas of the country. Other areas of the country are showing INCREASES in poverty related to systemic foundational problems which are not being addressed in those areas.
That can't be; if the rate is DOWN then it needs to be that many areas are doing better though SOME are doing a bit worse. But true; there is a need to decrease poverty rates further.

25 grand is poverty? Uhhh it's more like 40 grand nowadays. Family of four on 25 grand? Not even on 40 grand could it in reality be done.

The poverty level is $25,000 per year for a family of four.

That is not up for debate or what you THINK it should be. Being below that income level qualifies someone for tens of thousands of dollars in taxpayer subsidies. So many benefits, in fact, that it discourages households earning more for fear of losing the freebies.

That's a bunch of b'loney. The Census doesn't include transfer payments, welfare, medicaid or any of the other income redistribution schemes that account for 40% of Federal spending.

No; the bar is set at the actual income cut-off for POVERTY. What others earn has little bearing other than to RAISE the Income threshold at which someone can be said to live in poverty.

In some countries the poverty threshold is less than $1000 pa.

As differences in the cost of living across the world evolve, the global poverty line has to be periodically updated to reflect these changes. Since 2008, the last update, we have used $1.25 as the global line. As of October 2015, the new global line will be updated to $1.90.
