It's called a COL increase and written into just about every single thing it could and should apply to in U.S.C. Title 26 Subtitle A. Just like the standard deduction, etc.

Also, I should reiterate and expand the 'fair market value' part of the law. Say you bought a property for $1 million. If you sold it, your tax basis would be the $1 million, however, if the fair market value of it is say $16 million when you die, that is the value the tax applies to. So, unrealized capital gains get realized at death with the estate tax.
