Voting obviously has to be a pre-existing individual right and not allowing ex-felons to vote is clearly illegal as long as you are going to make them pay taxes. Taxation without representation is inherently immoral and illegal.

It is pretty easy to prevent multiple voting, so that does not seem to be an issue.
