That is CORRECT. They are going over the rejected vote counts.

Right now they are recounting the rejected votes, to see if any of them, were rejected by the SURE system that they used to do this rejection process, to see if any of them were wrongfully rejected. Only the ones that have cleared the recount as legitimate voters, will be added to the counts. Some for the Republican candidate, some for the Democratic candidate....

Statistically, the amount added to each should be roughly the same, which is why they don't flip the result terribly often. People start getting upset should a recount suddenly go 85% one way.
