Forest management is removing dead trees and fallen trees and ground clutter dead brush that is the start of most fires. Forest fires don't get far when this is done.
California, like many states, is given millions of dollars every year to do just this for all Federal forests... however California has routinely spent the money on anything and everything else but forest management. There's even money for forest fire management...airplanes and contracts to put out fires... again at least half is diverted elsewhere. Also eagle habitats and endangered birds and all kinds of critters the federal government gives them money to help promote... again all diverted to other projects.
