It was so accepted that the Dole campaign official (maybe the manager) said that they should perhaps have “Joint Man” at his rallies….to highlight his “I didn’t inhale” nonsense.

Hell, Karl Rove did things like sent mailers to homeless shelters advertising free food and drink at rallies his opponents were having so all of these homeless people showed up expecting food and beverages…. This was pre GWB but still.
