2) Ammo piercing ammo isn't a very good hunting ammunition precisely because it doesn't expand much less "cut a buck in half with one shot". Only a fucking idiot who knows nothing about firearms and ammunition would think it does.

The reason the "ban" doesn't exist is because of the uproar it caused. It was blatant overreach by anti-gun proponents to use a law made for handgun ammunition and apply it to rifle ammunition. Is there any doubt Obama would have signed off on the ban if he could have done so?

Why the M855 was targeted is mystifying, especially considering how the proposal to ban it by bending existing law. One reason could be to get "the camel's nose in the tent" on banning many other forms of ammunition. First, anything with a steel core, then anything with a lead core using the logic of "to protect police lives".

Using a steel tip meant that the bullets no longer deformed, and therefore the energy transferred to the target was less than with “ball” 5.56. In other words, the M855 ammunition is actually considered to be less effective against living targets than “ball” 55 grain 5.56 ammo. Or, put another way, standard lead ammunition is considered more deadly than M855.
