Putin has nothing at all to do with it, and anyone in his position would have to invade any country that did the things Kyiv did, like murdering ethnic Russians, stealing Russian oil, violating treaties with Russia, trying to put NATO nukes on Russia's border, etc.
It was US politicians who took over the Ukraine in 2014 and paid for the coup.

There are good reasons every one ganged up on them and defeated them in the 1700s.
The Ukrainians are ultra racist, bigoted, and nationalistic.

In contrast, the Russians are multi cultural and never profit motivated.
For example, they did not want a cent for helping the Chinese, Koreans, Vietnamese, Cubans, Syrians, Iranians, etc.

And Clinton was also worse since he started the illegal War on Drug and the federal crime bill, with illegal things like sentence mandates.

There is no UN Security Council resolution regulating anything about missiles.
Any one can have or test anything they want.

The only restrictions in the past were a voluntary ones that Iran agreed to since we were bribing them.
Once we stopped bribing them, they no longer had any reason to stop testing anymore.
