Why do these municipalities offer hollow sanctuary?

Simple. Send all the migrants you want to Boston, Massachusetts. They have declared themselve a sancturary city, outside the enforcement of immigration laws, Federal and I guess state. As far as I know, even illegal immigrants are welcome there, so the Democrat Governor can blow it out his ass. He'd best watch his ass or the non-citizen immigrants will simply vote him out of office.
