Define whistleblower

So someone explain this to me.

If I work at Robo-Corp, and you work at Pop-Corp. When am I a whistleblower?

Is it when I just stand around screaming people are breaking the law?
I don't think so. Because anyone anywhere can claim to be a whistleblower then, and get protection.

That's like me, claiming that you over at Pop-Corp, are breaking the law. Thus now, I at Robo-Corp can't be fired? That's not a whistleblower.

Am I wrong?

To be a whistleblower, and get whistleblower protection, I would have to be saying that my organization was violating the law. That's why we have whistleblower protections, so that the organization can't retaliate.

Why would I even need whistleblower protections, if I am not even part of the organization that I said did something wrong?

So when people are talking about this CIA guy... I'm not sure if that guy even qualifies as a whistleblower.

He's not claiming the CIA did anything wrong. He is talking about a phone call he had no direct knowledge of. I don't get it.
