Not going to happen. The federal government cannot commandeer non-federal entities, like state or local entities, into doing things for them that they don't want to do. It is not the state's job to enforce immigration laws.

Knowingly, harboring, bringing into the United States, transporting or encouraging or inducing an alien to come to, enter, or reside in the United States is illegal. However that is not what sanctuary cities are doing. They are refusing to help ICE enforce federal law which is legal. Enforcing federal laws is not their responsibility.

Practically all sanctuary city governments are following ACLU guidelines to insure that they are not breaking the law. The perception of illegality comes from groups not part of local government that maybe in violation of the law.

A few years ago, conservatives were saying the states have no obligation to enforce any federal gun law. Now conservatives are saying states must assist the federal government enforce immigration law. You can't have it both ways.

The key word in the law is knowingly. If the local police know Juan is an alien, that is they have documented proof, they must not offer any assistance or encourage Juan to stay in the country. However, they are under no obligation to notify federal authorities. State or local authorities are not required to hold a person because ICE says so. States and in some cases federal laws limit the time a person can be held without being charged with a crime. Even if ICE issues a detainor, the local police do not have to detain the person. However, if the local police are presented with a court order signed by a judge, they are required to hold the person but only for the time limited specified in the law.

What is needed by ICE is willing cooperation from local authorities because they know their neighbors. They know those that are a danger to the community and should be deported and those that aren't. If ICE has to go to court over and over, state by state and town by town, they are not going to be successful in deporting millions of people as Trump has promised.

One of the problems in immigration law is that we are dealing for most part with misdemeanors, the most minor infractions in federal law. As far as the courts and police are concerned, this not a major infraction. In fact, almost half of these people are only guilty of being in the country without authorization which is not even a crime and carries no punishment, only adjustment of status, deportation. For many people in law enforcement this is not a serious problem compared with the real problems they have to deal with daily.

I believe even in sanctuary cities, police will cooperate with ICE when it comes to getting rid of criminals that are a danger to the community. They are just not going to participate in Nazi style roundups of people that are guilty of no crime other than being in the country.
