His tweet says nothing factually incorrect. It also doesn’t say that she did anything illegal.

But worded correctly, with the right facts juxtaposed, and leaving out exculpatory context, to an audience primed to jump to conclusions, it has the desired effect of getting people with poor media literacy to believe something very serious happened.
