Realistically, with 13- 20 million undocumented immigrants in the country, you aren't going to be able to deport them all, much less flag them.

Wrong, getting picked up off the street at random is a pretty significant inducement to self-deport. Mommy or daddy go to work one day and vanish into the mists of deportation leaving their children to the mercies (or lack thereof) of social services will make almost any parent plan to leave at a time of their choosing.
