Well I think it sort of works this way. The "evidence" appears to be a bunch of emails sent to Hillary that had some pseudo-secret info, which she then forwarded from her private server. Boring stuff. But if Tres Gowdy becomes the post-boy for a campaign to smear Hillary for doing nothing more than using a non-govt server, which wasn't illegal and for which she's already done the mea culpa, the Tres Gowdy becomes the story itself, rather than the emails.
