If a parent leaves the cookie jar in reach on the counter, and tells the child that they are not to touch the cookie jar, but the child does so anyway, you would advocate that the child not be punished because it's the parent's fault that the cookie jar was within reach to begin with. The blame is not American employers, the blame belongs to the individual that decided to ignore US laws and come into the country illegally. No one is forcing them to make the decision to break the law.
