My favorite nuke survival film is On the Beach with Greg Peck and a surprising dramatic role by dancer Fred Astair.
 
There is always a General of Admiral in the air with the ability to launch every silo based nuke missile in North America. And this includes when that was made. What you are watching is hollyweird at it's best.

This was back in the early 80's, before the Reagan reforms and funding fully hit the US military.

I'm not saying I agree with it, I'm saying that was the premise of the short film.

I was in SAC during that time period and we had a Looking Glass stationed there. We knew what it was and what it could do and nothing Reagan did changed that. Looking Glass is still flying just under a different name and aircraft. In the event of a wholesale nuclear attack, we aren't waiting for the first one to hit us nor are we waiting on some idiot president to make up his mind . What happens when you have a President that believes in many conspiracies that might decide that the warning is untrue and elects to do nothing. That remains a very high probability even today.

I couldn't have been bothered to watch the movie because I saw it when it was first broadcast forty years ago. However I'm constantly on the lookout in case those paratroopers from "Red Dawn" invade. From reading all the posts it appears that you and me are the only ones who know what "Looking Glass" is. How long were you in the military?

Operation Looking Glass

Looking Glass (or Operation Looking Glass) is the historic code name for an airborne command and control center operated by the United States. In more recent years it has been more officially referred to as the ABNCP (Airborne National Command Post). It provides command and control of U.S. nuclear forces in the event that ground-based command centers have been destroyed or otherwise rendered inoperable. In such an event, the general officer aboard the Looking Glass serves as the Airborne Emergency Action Officer (AEAO) and by law assumes the authority of the National Command Authority and could command execution of nuclear attacks. The AEAO is supported by a battle staff of approximately 20 people, with another dozen responsible for the operation of the aircraft systems. The name Looking Glass, which is another name for a mirror, was chosen for the Airborne Command Post because the mission operates in parallel with the underground command post at Offutt Air Force Base.

During that time period, the warheads and missiles were already locked onto their targets. Since then they are targeted to an open space in the oceans. It takes time to reprogram them today. Back then, it was turn the keys and the launch signal would take care of it.
Actually, no. The procedure was (and still is) quite complicated and rather time demanding. US decision makers more believe in good will of Russians (that they won't attack first without really serious US provocation) rather than in competence of US military (who can launch an "accidental" attack).
